How best to change the date format when Domino server runs as a Windows service

Question

How do I modify the date format for a Domino 8.5x or earlier server when running as a Windows service?

Cause

Domino server takes its date format from the effective Windows user profile settings. However when running Domino as a Windows service, the default effective user is "Local System", which cannot easily be configured via the Windows Control Panel.

Answer

Previous technotes have recommended manually editing the Windows registry which can be risky. Using the following technique, a Domino administrator can invoke the Windows Control Panel to easily edit Regional and Language Options from the Domino console even if it is running as a service under the Local System account.
The properties of the Domino service must be set to 'Allow service to interact with desktop', if it is not already set.

The following cannot be performed from the Domino Remote Console, instead these commands must be issued from the Domino server console on the Windows desktop of the host machine.

>LOAD CMD.EXE
INTL.CPL
[follow the 'Customize' button to modify date format, then 'Apply' changes]
>EXIT
(resumes the Domino server console prompt).

Restart the Domino server to ensure that all changes take effect. Any applied changes are persistent and effective only for the user profile which runs the Domino service.
