How best to change the date format when Domino server runs as a Windows service

Question How do I modify the date format for a Domino 8.5x or earlier server when running as a Windows service? Cause Domino server takes its date format from the effective Windows user profile settings. However when running Domino as a Windows service, the default effective user is "Local System", which cannot easily be configured via the Windows Control Panel.
